Well, I just received my second-hand graphics card from a friend. It’s functioning properly, though temperatures tend to rise quite a bit during gameplay (as I suspected he wouldn’t keep his equipment as tidy as me). It briefly reached around 70-80 degrees in Dota 2 while I was playing. The GPU stayed relatively clean despite the dusty environment—just a few particles here and there. When I opened it, the details below are worth noting. Spoiler: I’ve already attempted cleaning with cotton swabs, tissue, and 70% alcohol (the kind I have on hand). A few drops of alcohol were applied, but it didn’t help much, and I’m worried about damaging the surface. Would it be better to leave it as is and repaste using NT-H1 or Kyronaut Extreme? Thanks in advance.

Use a significantly stronger concentration, such as 90% or above, of isopropyl alcohol.

Warming the dry mixture using a hair dryer and incorporating a small amount of fresh paste can aid in loosening it.

Isopropyl is effective and a microfiber cloth works better than regular paper towels.

I recently used the PC without hesitation, and temperatures stayed acceptable during gaming sessions. In the long run, I’m curious about any impact this might have.

Probably not much at all. Even dry, thermal paste is fairly thermally conductive. Being that you presumably applied some fresh thermal paste over top of this, it'll mix with the dry stuff and still provide, as you've seen, decent thermals.

I definitely applied a new layer of NT-H1 clearly after that card had been tested for a year (probably just kidding). And I noticed it’s essentially the same idea after all, right?
