I owned a 128GB USB drive and found only 32GB was accessible. I thought this was due to Fat32 settings, so I checked Disc Management and reset it (though I wasn’t sure which button I pressed). The drive became unallocated afterward. When I tried to format it differently, the process stalled. Opening Disc Management kept looping indefinitely. Plugging it in again froze the application immediately.
