Are you attempting to create a bootable Windows installer? Then use Rufus, copying the ISO isn't enough. Alternatively, try BootCamp on a Mac. The problem is that fat32 files have a 4GB size restriction.

You can't simply transfer ISO to USB. You must extract it and create a bootable version. If you're not familiar with this, there are tools available to assist you through the entire process, likely also for Mac.
