It should work, I’m running it in a VM without needing any input. A fresh setup from the ISO was successful; the VM disk had no operating system prior to version 10.

It's not what you think, but it's still working. You can install Win10 temporarily without signing in. While that's happening, run Win7 inside a VM and upgrade it to 10, then use the provided key from the installation to set up the new version. The upgrade codes appear to be standard, so if everyone is using the same one, it shouldn't be considered piracy.

It seems the setup didn’t complete properly even though you’re using a fresh copy of Windows 8.1. The upgrade button is visible, but the installation isn’t finishing as expected.
