I found a good deal on an RX 470 with 4GB of RAM in Pakistan. The Intel i7 3rd generation isn’t what I need, so I’m looking to trade in my phone to get it.

It's already quite powerful for an Xeon, swapping to an i7 won't improve performance much. You might want to keep some money aside. Consider selling the entire system except the GPU. Alternatively, you could assemble a budget Athlon 240g with an A320 motherboard, which would cost around $100.

I'm advising you to try another 200-300MHz from the i7, but it won't solve your issue. Consider getting a similar performance with an i7, which should be compatible with your motherboard. It's wiser to clarify your budget first. The i7 3770K is quite expensive.

I have a budget of $105 and I’m aiming for an i7 3rd using my phone. If I sell it, I’d get around $100 total. Otherwise, I’ll just have $2–3 left. That means I can only afford the i7 3rd or something similar like the E3 1275 v2.

Keep your phone handy because upgrading it now wouldn't really fix the issues with the game not running smoothly.
