Is the V-SyncTriple Buffered setting affecting the frame rate to 60fps? Overall, VRAM availability and consumption are separate concerns.
I disabled AA and adjusted Texture Detail to High in Ultra, which reduced usage to 6700 mb.

I'm not sure, it just says V-sync ON, but I need it on because I play on a 55 inch TV and I want to avoid extreme tearing. Another reason might be that the other person in this post gets higher FPS since V-sync reduces FPS slightly, possibly using a G-sync monitor.
It's typical for frame limiters or cappers to perform poorly and cause stuttering, so ensure V-Sync Triple Buffered is enabled and nothing else is active. Another option is to switch to FastSync via the nVidia control panel, allowing your GPU to render frames as it can, and aim for over 60fps to avoid stuttering. A game requiring 8GB of VRAM at 1080p seems unusual to me; I believe the problem lies more with settings than VRAM itself.
I have a few screens available for you to examine. I cannot apply triple buffering in the display settings; I only support Off, Half, and On options.
I disabled V-sync in the game and switched to Fast sync on the Nvidia panel, but now the game shows 100% CPU usage, which isn't ideal. Vram usage has decreased noticeably. I also adjusted a few settings, raising texture detail from Ultra to High.
