I'm operating a setup with an RTX 2080 and a Ryzen 5 3600, 16 GB RAM in dual-channel (2x8), running at 2666MHZ. My CPU utilization isn't at full capacity, usually it's around half of that in most games. Have you encountered any issues? I checked a bottleneck site and found I'm only about 8.8% limited when running GPU-heavy titles. Regarding your CPU, did you consider upgrading to a newer processor? Any suggestions if this is really the case or just a mistake?

In games such as Overwatch, CPU usage tends to spike significantly near 70% or higher.

At high settings I operate near 65% to 95% GPU usage, which is significantly greater, and around -10 frames per second, so this might indicate a bottleneck.

Hey there,
What resolution do you use? Your CPU is delaying the GPU a bit. But not too much. Try DLDSR and set the resolution (even if it's just 1080p) to 2560 x 1440p. Then start a game. You should see immediate GPU usage of 98-100% (which is ideal). This helps shift more processing to the GPU, reducing CPU bottlenecks—though I find the term misleading.
Are you using PBO to speed up your CPU? What clock speeds does it hit? Run Cinebench R23 and open HWInfo at the same time. You can monitor your CPU clocks in real-time while the benchmark runs. Your CPU’s core boost is around 3.9GHz, so you should be close to that under heavy load.
Also, your RAM isn’t helping much. Although it’s 2666MHz, Ryzen CPUs prefer faster RAM. Going from 2666MHz to 3200 or 3600 will noticeably improve performance—especially in games. The difference can be 10-20% depending on the game.
What power plan are you using? Try switching between them. I think your CPU would benefit from the Ryzen balanced power plan. You can look it up quickly by searching online.
