Can I access any account? Was it the sole login on the machine? Was it a personal account or a Microsoft account? Can you reach the Desktop?

Admin credentials are required to unlock elevated command prompts, which means they’re unavailable. Creating an admin account also depends on these same permissions, so it’s not possible at the moment. He changed his password, but he can't use it in safe mode because he doesn't have an internet connection.

Your understanding is mostly correct. You need an internet connection to log in via Microsoft Account, but you can’t use the Microsoft account itself because the password isn’t known. Being stuck in safe mode prevents accessing the internet as well. You might try another computer to reset the password using Microsoft’s website and have the reset link sent to the email address associated with your account. However, whether you can access any other accounts depends on their security settings—some may require a valid password or authentication method.

In Windows 7, third-party tools exist that allow wiping registry entries for admin passwords when booted from a USB, but compatibility with newer systems like Windows 10 isn’t guaranteed. It’s best to follow the reset instructions provided by Microsoft directly on their site.

He seems to have regained access to his password. Just log in without using safe mode and create a new local account.

He appears to be using a laptop, so I’d connect an Ethernet cable from your router to your PC to test for internet access during startup in Safe Mode. Edit1: brb sleep
