Consider reverting to Windows 7 due to various reasons, though you may have learned it lacks direct X 12 support

That was speculation by one AMD exec, not an official statement by AMD or Microsoft. There is a chance Windows 7 won't support it, but Microsoft would be driving devs towards Mantle, cause Windows 7 makes up for a bulk of Windows market share.

It's not about disliking 8.1, but how it affects my NVIDIA surround and multi-monitor configurations. Since I use Start 8, I avoid the Retro UI.

I continue using Win7 since its launch in 2009. It has always worked well for me, so I plan to keep it until they stop providing support. I don’t think Microsoft would act that way soon, given the OS’s strong market presence. There are some rumors about it not supporting DX12, but we haven’t received any solid information from trusted sources—it seems like just casual chatter online. I’m hoping Windows 10 turns out to be a better option; I haven’t tried it yet and likely won’t until the official announcement comes.

DX12 will gain more attention once Windows 10 becomes available, I expect it when the complete release is offered.
