I'm not certain about using that CPU, as I don't own one or have much experience with laptop processors. My thought is to check the BIOS during startup to adjust the CPU's core clock or multiplier settings.

You can't push that skew too far, but you can install Intel XTU and check monitor temperatures to observe if clock speeds are being limited. On a Dell G7, sustained boosts reached 3.9-4.0GHz in games compared to 3.3-3.6GHz otherwise, and cinebench scores jumped from 919 to 1205 simply by reducing CPU voltage and tweaking turbo time and power limits.

In Intel's XTU tool you're limited to adjusting turbo boost or lowering clock speeds, not overclocking. Interestingly, a Ryzen 7 2700U running on a Lenovo 330S-15ARR achieves 1400 in Cinebench R20.

With Intel Extreme Tuning Utility you can achieve significant performance gains. This setup should work well with a Dell G3-3779.

Absolutely, that's the usual approach. Back in the day with older laptops, we relied on throttling to manage performance instead of pushing them too hard.
