I would simply copy the previous SSD to the new one (using Macrium Reflect – free version). Swap the old drive for the new one as the boot device. Perform a Windows reset, which is similar to a fresh install. Clear out the old SSD and transfer all temporary files there. Windows 10 manages upgrades much better than older versions. I’ve transferred the same Windows 10 Pro setup to two brand-new PCs without issues. Just keep running regular disk cleanups to free space. This is the current size of my Windows folder – it looks normal since the last clean install was in 2015. If you have OCD, you might want a completely fresh Windows installation.
