It might help to refine it slightly for clarity. 60 to 70 seems like a sensible range based on the CPU performance.

Increase performance by turning on the afterburner and monitoring CPU and GPU stats. If your GPU stays near full use while CPU remains lower, upgrading to a 1060 could help. Note the differences between the 3GB and 6GB models—prices vary but both are solid options. If CPU stays at 99% during games, a GPU upgrade won’t make much difference. Setting it up and downloading MSI afterburner may take a few minutes, so test it in relevant games. If your CPU is running at full capacity, don't upgrade. Instead, upgrade the CPU first. Also, consider getting the 6GB model—3GB won't be sufficient soon and 2GB isn't enough for many games at ultra settings on the 1050 @1080p. Good luck!

I verified afterburner's CPU usage during gameplay, which ranges from 80-95% for PUGB, while Rainbow Six Siege shows 80-100%.

If you get a _great_ deal now, it may be worth it even though it seems like you won't be able to fully utilize the upgrade until you upgrade your CPU as well. Maybe wait until 11-series Geforce cards come out. The 10-series will be heavily discounted by then, i bet.
