I purchased a fresh monitor (link provided) and currently have a Ryzen 7 5800X along with a 3060 Ti. I plan to upgrade to a 4090 soon, though my decision on the CPU remains uncertain. When moving my mouse across the screen it runs smoothly, but using Chrome Opera GX or Command Prompt in File Explorer causes lag, with GPU usage spiking to 20-30%. My second monitor at 1080p 60Hz also struggles. What could be causing this issue?
