It really varies based on your silicon. My 3600 is clocking 4.45 with 1.26v (I set 1.268 in BIOS but BIOS and HWINFO seem to show 1.26 for some reason). For static overclocking, aiming for 4.2 or above across all cores without exceeding 1.268 volts works well. Experiment with LLC settings, etc. I turned off cool n' quiet, global C states, and core boost since I'm doing a full-core static OC. EDIT: 4.45 at 1.268 isn't Prime95 stable, but it runs all my games and programs smoothly, so I consider it stable. 4.425 is Prime95 stable. Updated July 15, 2020 by ZeroStressLevel
I achieved 3600 to 4.4ghz across all cores at 1.325mhz with a B450 Tomahawk Max.
We should lower the voltage since the ZEN 2 CPUs are failing at higher levels.
Zen 2 reacts strongly because it uses a more aggressive update path and tighter resource limits. Your older 1600 model, which ran smoothly at around 1.4v, may not have the same optimization or stability settings, making it more prone to issues under similar conditions.

As voltages reach levels that harm your chip, you'll likely hit thermal boundaries already. Those 1.4-1.5V numbers are usually safe when idle, since little current flows through the CPU. Steve from Gamers Nexus mentioned this in a recent stream. For most users, turning on PBO is preferable to manual overclocking on Zen 2. Better yet, invest in a good Samsung B-die memory kit and be confident you've secured the silicon to run at 1866/1900MHz on the FCLK—this will give you more performance than an overclock would.
