He should upgrade his graphics card to a 9700K with a new motherboard and add an RTX 2080. Everything else will be moved over. Regarding Windows, he’ll likely need a new license for Windows 10 since the older version won’t work with the new hardware.

If connected through a Microsoft account via email, it should work smoothly. Otherwise, you can try the phone activation line—it usually takes a few minutes but has always functioned for me before.

When performing phone activation, confirm you're using one device. This will reset the other hardware IDs from the previous motherboard setup and assign it to the new computer's hardware ID.

It likely works on its own, similar to my experience. No need for reinstallation. Simply use the current system.
