She uses an older Dell Optiplex 750 with OM5DCD M/B, a core i5 2400 and 4GB DDR3 RAM (10700 667MHz) on Windows 7 Pro. The connection speed is slow—30MB/s to 11MB/s with 17ms latency—especially on Farcebook, Amazon, and emails. It seems the performance isn’t up to her needs. Consider upgrading the CPU or RAM, or look into a more modern budget machine if she wants better speed and stability.

The top improvement for such a device is installing an SSD. The CPU performs adequately for tasks like Facebook; you might only need more RAM, but an SSD will significantly boost performance.

Do you believe the data transfer speeds to the HDD could be the issue? (300GB ST500DM002 ATA with 220GB available)

It will work with an SSD, plus four additional GB of RAM.

Glad to hear that! I'll focus on swapping out the HDD and increasing the RAM.

Choose an SSD like the Samsung 860 EVO or Crucial MX 500. Add another 4GB drive for extra RAM—ideally two drives to enable dual-channel speed, which improves performance.
