They were probably using a shortcut by pressing F2 during startup to access the menu. I might not remember it clearly, but that’s what the old memories say.

This site suggests using a USB stick to mimic a CD drive by employing a specific flash controller. You'll need an appropriate USB stick and the matching controller, along with the manufacturer's maintenance tool mentioned on the page (Phison UP13 UP14 UP12 V1.96). Files are available at FlashBoot.ru. It seems there are alternative methods to achieve this.
