I constructed midrange gaming rigs for my daughter around 18 and 24 months ago. I’m planning to replace the CPUs and GPUs in both systems but need to verify if our motherboards and power supplies are suitable. Build 1 (Daughter’s PC): ASUS B560 Prime Motherboard, ASUS 3060 Ti Dual OC GPU, Intel i5-11400F CPU, 1 TB Samsung 980 SSD, Corsair Vengeance 16 GB (2x 8 GB), 3200 DDR4 RAM, Corsair RM650X, PSU Build 2. My PC: ASUS B660 Prime Motherboard, ASUS 3060 Ti Dual OC GPU, Intel i5-12400F CPU, 1 TB Samsung 980 SSD, Corsair Vengeance 32 GB (2x 16 GB), 3200 DDR4 RAM, Corsair RM650X, PSU. The configurations are nearly the same except for the CPU generations; my PC has double the RAM due to virtual machine usage. I aim to upgrade her PC to an i7-11700F CPU and NVIDIA 3080 Ti GPU. I plan to upgrade mine to an i7-12700F with a NVIDIA 3080 Ti GPU. Will our motherboards support stable turbo speeds for non-K i7 processors? Can the PSUs manage the known transient spikes from NVIDIA 3rd generation GPUs? Thanks for reading if you made it this far 
You should consider enhancing the GPU and check the cooling setup for the CPUs.
I wouldn't rely on 650W Corsair PSUs for 3080 Ti systems, but the motherboards should still work fine.
Operating the 3080 on a 650-watt power supply isn't recommended. A replacement PSU would be necessary. VRMs should work fine. It seems you're questioning whether you'd be gaining much extra performance for the cost, and you might want to consider an alternative upgrade. Which games or applications are you hoping to improve?
The upgrade is mainly about performance needs. The i5 handles games fine, but swapping in a faster board would make a noticeable difference. The 3080 Ti tends to cost more than similar options like the 6950X. Even with a 650, it doesn’t match the power of a 3080 Ti.
They should perform well. Non-K chips offer a significant advantage over K variants, which these boards support. The results will be quite tight, almost touching the limits. Spikes may exceed capacity by a noticeable margin. They might manage thanks to quality components, but it's risky. I’d plan for at least two 850W units just in case.
