Not exactly technically. Switching from Intel to AMD or vice versa still allows using the same OS installation, as long as drivers are updated for the new hardware and old ones are removed if needed. In certain situations, reinstalling the OS is advised, and reactivating Windows during a platform change is necessary. Generally, if you update and set up drivers properly after an upgrade, you can reuse the previous Windows install without losing data. I often try the older version first, only fresh installing if there are issues.
