I have Windows 8.1 64-bit on my current drive. For my upcoming build I’ll need to buy a new version. Because upgrading from 8.1 Pro is only slightly more expensive, I’m opting for that instead. Will this retain all my data or will I have to wipe the HDD first?

You're transferring the drive to fresh hardware. If you're reinstalling Windows 8.1 Pro, you may need to erase it (though Windows Update Upgrade could work). Since the drive is being replaced, it's best to erase it to avoid issues from Windows adapting to different hardware. Short version: Use the key for an in-place upgrade to Windows 8.1 Pro, or erase and reinstall completely on the new drive.
