Honestly, you're still using a 1080, and it's not improving much. I'm holding off until the next generation of cards comes out.

I moved from a Vega 64 (~to GTX 1080) to a 5700 XT. The improvement is roughly 10-12% in total (my V64 had a solid upgrade). I did it just because I needed another graphics card, and thought it was better to invest $370 in an upgrade than waste $160 on an RX 580 for the other system. This way I kept two capable GPUs for years instead of relying on a single, underperforming one.

A 15% boost on a CPU sounds significant. I’d pay $300 for it, get a 3700X, save $75 over a 3800X, and use the difference for RAM or an NVMe drive.

Initially, Doom and Wolfenstein are highly optimized, which makes CPU upgrades less necessary. It looks like their current GPUs are top-tier, so a CPU upgrade wouldn't be that impactful. You might consider it if you mainly play MMORPGs. If you're using 1440p on most mid-range GPUs, it's probably not worth the effort.
