I just discovered someone offering a second-generation i7 that fits my Dell Optiplex 990 SFF. Buying a new laptop can be expensive, but the CPU is only $20. Could it be a scam? Likely so, but if it isn’t, should I go ahead and purchase it?

They're close to the eBay price for an i7 2600 ($25), but if you have an i5, even $20 isn't a good deal. (The i7 2600 is outdated for that machine since its chipset doesn't support Ivy Bridge CPUs.) It's not worth it when a Kaby Lake laptop can be bought for under $125.

Which version is correct? 2600 or 2700? K or not K? 2600 costs $25 with shipping or $20 without it on eBay. The local pickup option at $20 sounds legitimate but isn't a great offer. On eBay you can challenge if the item is damaged on day of arrival. Local exchange acts like a tail light warranty—if you can't see their lights, your protection disappears.

It’s about 40 dollars, which is quite reasonable for a CPU given the usual range. https://www.ebay.ca/itm/Intel-SR00B-Proc...SwVLRj6mNg
