4790k remains capable today, offering solid IPC performance. I'm holding off just a bit to check what new choices emerge. Unless you're in a critical scenario, the 3700x looks fine and should work well with the 2080 model.

Yes it would but I still recommend waiting for zen 3 and if you didn't like what zen 3 has to offer you can get a 3700x for even cheaper
