You just discovered something? I wouldn't proceed with anything I find. It could very likely be a virus. The file name suggests it's from 2016... that's three years back. Do you believe this is still functional and current? According to Google, the file is labeled as "Microsoft Upgrade Assistant" and provides a download link from Microsoft: https://chefkochblog.wordpress.com/2018/...-for-free/. However, you don't need it—just use your Windows 7 serial to register for Windows 10. It's better to download the file directly from Microsoft rather than running it from your disk.

You can register your Win7 key to receive a Windows 10 installation, and it will typically install on the drive you currently use for Windows.

Yes, to add another drive on Windows you must install a new version of the operating system or duplicate your current setup onto the new storage device.
