I noticed this too when I reinstalled after my HDD failed—several were affected, while most were fixed by the developers to include cloud saves. You can verify if your favorite titles support cloud saves by right-clicking them in your Steam library, selecting Properties, then Updates, and checking if the "Enable Steam Cloud" option is checked.

Images, files, audio, clips, notes, applications, save options, customizations that don’t rely on the cloud. Also, getting files and backups after a fresh Windows install can be easy.
