You can reinstall Windows 7 and expect your HDD contents to function normally after a clean install. Since the SSD holds Steam and other files, simply re-download them and point the application to the correct location.

Ensure the HDD data remains intact. Only modify your Steam Games directory settings. No need to re-download the files.

I understand how to direct steam to a folder. My main worry was about needing to re-download my Steam library.
