It doesn't seem to be the case. There isn't a Bios available for Zen 3 at the moment.

It seems the system lacks BIOS flashback capabilities and appears to be in poor condition. Regarding AMD, they previously offered a loaner program for their products.

I faced the same problem when receiving the 3600. Eventually, I ordered a 2600 from Amazon, left the heatsink in the package, and used just the CPU. After finishing, I cleaned the CPU, returned it to the box, and sent it back without any issues.
