My 3070 stopped working recently, but I swapped it with a 7800XT. Now I get video output, though it’s choppy—like a 1 Hz refresh issue. I thought the problem might come from NVidea and AMD drivers clashing, but even after using DDU and doing a fresh Windows install (formatting and cleaning the drive), the issue persists. Interestingly, it doesn’t appear in the UEFI BIOS. Here’s what I have: Intel i5 12400F, Asus Dual 7800XT, MSI MPG B760I Edge Wifi DDR4 motherboard, 32GB Corsair Vengeance DDR4 3200MHz CL16, 1TB Samsung 970. Any further troubleshooting steps would be helpful—right now the machine is completely unusable, and even trying to log in causes mouse lag and overshooting.

Open System, then Display, and finally Advanced Display. This will display the current refresh rate setting. You can also verify the driver version. You may adjust the refresh rate and display resolution. If you have limited options for the refresh rate, it often indicates you need to update the driver or restart your system. Following a driver installation.

Verify whether the GPU is securely connected to the PCIe slot. If it feels excessively warm near the slot, it might not be fully inserted. Additionally, confirm that all power connectors are properly seated in the GPU and power supply.
