AVX debuted in Sandy Bridge (second generation), AVX2 came with Haswell (fourth gen). Current multimedia tasks rely on at least AVX2. Nearly all Ryzen models support AVX2. I recommend a B450 ($70) paired with an affordable used Ryzen 1600. The motherboard works well with Ryzen 5000 chips, ensuring longevity. The most budget-friendly choice is a Haswell i3, but Skylake is preferable due to DDR4 compatibility.
