It varies by region's regulations. From what I understand, Origin doesn't seem to oppose it (though I didn't go through the full legal details), and US law appears to leave it open as well. * - Full disclosure, I'm not a lawyer

I haven't come across any cases where games were taken down. It seems they probably don't allow it, and there hasn't been much effort to stop people from doing so.
