I'm an AT&T customer myself, so the only way I know is by calling and asking. I've attempted it on their fiber gateway several times, but even switching the MAC address of the connected device doesn't work because it's tied to the gateway.

On certain services disabling the modem or gateway for a few hours results in a fresh IP address upon reconnection.
