I've been playing the Witcher 3 lately, and sometimes when I'm running or riding my horse, a strange line appears on the screen, moving up and down like on old VHS tapes. I'm not sure how to describe it. I've tried recording it, but it doesn't show up during recording or when I take screenshots. It's confusing what's happening.

This is referred to as screen tearing.

Switch to a windowed, borderless layout. Limit frames per second to 60. Disable VSync.
