Has anyone else noticed this phenomenon?

I’m seeing the same visual issue across multiple games. While running at 60 frames per second, the picture appears perfectly smooth; however, when the frame rate drops to around 40 FPS, the quality noticeably deteriorates, and at 30 FPS it becomes completely unplayable. I'm extremely frustrated because at 30 FPS, movement and panning should ideally be fluid, not this jarring experience. Any insights into what might be causing this would be greatly appreciated!
My system specifications are: Windows 10, [email protected], RTX 2080Ti, 16GB RAM.

That’s likely an issue with the frames not aligning correctly on your screen.

I recommend checking your NVIDIA control panel, under 3D settings, and adjusting vertical synchronization to “fast.” If that doesn't resolve it, please specify your monitor; however, I believe the only solution would be to lower graphics settings or upgrade your system for increased frame rates.

I have ASUS VN289Q.
https://www.asus.com/us/Monitors/VN289Q/specifications/
Are you really sure it's monitor? This is direct screen capture, not recording the monitor with my phone or something... wouldn't the video then look normal on "better" monitors? Do you know what I'm trying to say?
