I just assembled a PC for a friend and everything functioned smoothly from my side. When he brought it home, he needed to access BIOS, so I explained the steps whenever he tried opening BIOS or Windows Advanced Options. His monitors showed a lot of white lines with duplicate characters and extremely small text. The motherboard model is B650 Aorus Elite AX Rev 1.2 running Windows 11. We experimented with using two different monitors, an HDMI cable, and a DisplayPort cable. It also behaves similarly on the splash screen.

The CPU seems to have some issues. If it shows a pre-installed environment, there might be a problem with the motherboard. It could help to reach out to the manufacturer for assistance.
