It seems your PC behaves oddly after a restart—stays on for a few seconds before powering up, the PSU fan runs at high speed initially then slows, and sometimes it makes a clicking sound. This issue only occurs when you restart, not when you turn it back on after being off. You might want to check the PSU connections and ensure there are no loose cables or overheating components.

I don't have personal details about your system. Could you provide the specifications you're asking about?

It seems the power supply unit is likely the culprit because it controls all system operations.

It seems pretty standard overall. The click works through a relay. The fan speed adjustment is typical. Slow startup often means high-end gaming or server hardware. Haha, what does that have to do with anything?
