Does this pC perform a double reboot on first start? I’m asking if it boots, locks up in black, shuts down and then restarts itself. I’d suggest opening BIOS, lowering RAM to 3200, adjusting main timings by one and setting command rate to 2. If Fast Boot is available, turn it off. Check the link you shared for more info. You might also want to install a fresh CMOS battery if possible, as even a small issue can erase boot settings. I went through this with someone else and it resolved completely.
