I'm using an i5-9600K at 4.3GHz, recently swapped from a RTX 2070 to a RX 7900 XTX. It was the only card that fit in my SFF build. I'm experiencing odd performance changes. In games like OW2, the CPU hits 100% on startup and I can only reach about 60 FPS. After a while it drops back to around 40% load, then my FPS caps at 144 FPS. (Display locked). This happens no matter what settings I change. Whether I'm playing at 1440p or 4K, High, ultra or epic graphics, the 7900 XTX stayed stable, never exceeding 50% load. You can see the afterburner graphic, the game launches smoothly. Once the CPU temperature isn't at 100%, FPS jumps back quickly. I've replaced my cooler (Noctua NH-U9S), it runs hotter with the new GPU but stays under 70s under load. The BIOS is updated on the board. It's unclear if the new AMD card is compatible with the older Intel platform. Also, 100% CPU usage appears in other games like Apex, Cod, and sometimes they run smoothly at 100+ FPS too.

Checking the CPU utilization per core. The GeForce driver was removed using DDU. The 9600K appears to be a significant limitation for the 7900XTX.

I used DDU to remove the Nvdia driver. The most surprising thing is that the game works fine after some time when CPU usage returns to normal. I reset the OC settings on the CPU and slightly lowered the frequency, and it’s back to normal. It’s quite unusual. OW2 at 4K only uses 20-40% of the system. I understand the CPU is quite old now, but it should be able to run the game I’m playing right now. My previous CPU (i5-750) lasted nearly a decade with multiple GPU upgrades. I plan to let this one go as well. I hope no one else encounters this issue. Revert OC and try again.

Found the root cause! The game was installed on a separate drive from the boot drive. High CPU usage occurs during shader compilation. It should only load shaders on the first launch, but AMD shader cache fails when the game isn't installed on the boot drive. After moving it to the boot drive and clearing shaders, the problem disappeared after compiling them.
