Hello, I've been testing some games on my new setup with my friend, and it seems similar to what we experienced with my old machine. Running at 200 fps+ without any drops, yet the game feels like it's lagging and running at 30 even when FPS is high. My system includes an i7-4790k, a GTX 980 Ti with 6GB RAM, a 2TB hard drive, and two SSDs. Anyone know what might be causing this issue?

The question is unclear. Could you clarify what you mean by "VSync"?

It's possible the VSync setting isn't active, which might be causing the issue.

No, it doesn't occur in every match.

Not all games are a problem, but League of Legends and CS GO stand out. GTA 5 and Battlefield I seem to work fine, while I noticed some odd lag when switching Windows Explorer windows or using another monitor for YouTube and work.

If it's just LoL and CSGO, the issue might be your internet connection. Are you using a wireless network?

Your connection to the router might affect game performance, causing lower than expected frame rates.

No, the monitor refresh rate isn't at the proper level.

The maximum refresh rate is 60. It might vary during the game, but I’m not certain of the exact value.

Yes, lag spikes can create the impression of low performance, prompting your ISP to request a router update (though this might not apply in Turkey).
