It appears your CPU cooler is not functioning properly during startup, showing maximum speed even when it should be active. The loud vibrations during this phase are unusual and seem to occur intermittently, sometimes more than usual. It happened three times recently, forcing you to power down the system and successfully restart it on the fourth attempt. Although your motherboard is inexpensive (AsRock B450 HDV), this issue persists. You might want to check the cooler's connection, clean any debris, or consider replacing it if necessary.

Check for BIOS updates to resolve the issue. Experiment with using the fan in a standard fan connector instead.

All my PCs increase the fans during startup but then reduce them afterward. Are you suggesting the fan stays at full speed during this phase? Does the system function normally afterward? Have you attempted to reset the CMOS or BIOS settings?

It remains in place. The PC functions properly. I've never adjusted the CMOS or BIOS settings.
