I solved it! Your previous mention about the IccMax being locked was the problem. I think my motherboard has some overclocking capabilities, even with on-k CPUs. I accessed the OC settings in the BIOS and raised the IccMax to its full capacity. That eliminated the throttling shown in HWinfo and throttlestop. Power usage is now 20-30W higher, and benchmark scores have improved significantly. Thanks for your assistance.
