The restart problem might stem from the "fast startup" setting in Power Options. Here are nine ways to resolve it. Also, verify if Windows updates are pending or running in the background. How is your CPU performance showing in Task Manager during a Defender scan (with only 10% total usage)?

Processing load reaches maximum at 4.49Ghz during the test. System temperature rose to 81 before I halted the scan.
