I had to experiment with various solutions. It turned out I made a mistake and actually solved it. Using a powerline for Ethernet meant it needed to be on the same circuit, but it wasn’t. When I tried connecting my laptop and saw it connect via Wi-Fi, I assumed it was online. That eliminated the circuit possibility. The ISP routers were unreliable, so I set my server to DHCP and it retained the same IP after rebooting. Thanks for your assistance—I was just being naive. -.-
