Adjust the voltage to match the stutter/lag location you mentioned, then download HWinfo64 from the sensors folder and start it. Once you have the lag data, navigate to the bottom to check for any "WHEA events" in the sensors log. Also, search HWinfo64 for the cache ratio or ring ratio near the CPU speeds—your BIOS should list it there.
5.1 is feasible, though it requires around 1.425 volts, which is significantly higher than needed for modest improvement.
