Assassins Creed 4 is an older game, but I've noticed I can run it at over 40fps even on max settings. I'm curious if anyone has any insight into why this happens. My system specs include an Intel i7-6700, 8GB Corsair Vengeance LPX DDR4, Asus Strix GTX 970, a 500GB HDD, two WD Blue 500GB HDDs, and a 128GB M.2 SSD with MSI After Burner showing both GPU and CPU usage between 50-60% under maximum settings. The CPU stays at around 50%, which is fine for now, though I hope it can be upgraded soon. I'm maintaining a stable 60fps without any drops. Please help me understand.

I mean the game is not that old bro, it was released on 29th October 2013, and assassin's creed games are known to be unoptimized as fuck sooooooo
Install latest drivers, get latest version of the game, make sure nothing else is using gpu, try to oc it, make sure it's not throttling, and that's that
Spoiler

Because the game is not very well optimized. Once you get into the crowded city, your fps is gonna be in the 40's. Try this... Go into the crowded city where your fps is in the 40's, pause the game and turn ALL your settings down to low/off. Restart the game and go to the same area and see what your fps is. Report it back to me.
