Alright guys, I really don’t know where to begin. Most of my games have this stuttering issue. On average, it happens every second or so and only lasts a couple of frames. But it shifts from high frame rates to very low ones—like for Forza, the average drops from 170-220 to around 110 or below. CSGO is weirdly low on FPS too, especially with my specs, but usually between 180-220 then down to 110-90. I noticed this problem started a while back, thinking it was just because my graphics card wasn’t powerful enough to handle the 2080Ti, especially when both GPU and CPU were at 100%. So I upgraded the card, did a fresh Windows install on a brand new SSD, but the issues keep happening. Any suggestions on where to start? I’ve been dealing with this for months and just want it fixed!

It's true, but he shouldn't be having stuttering problems in almost all his games after all.

Have you updated your latest operating system, BIOS, GPU and CPU drivers? Are the OS and games installed on the same SSD? I usually begin there when discussing performance issues. Recently, I noticed the stuttering would appear sometimes after a new update for my BIOS or OS. The problem was fixed once I applied the updates. Still, remember that games like CSGO aren't always well optimized—they don't make full use of the CPU. Many people complain about this, and it's similar with GTA V.
i also see the stuttering without checking the fps counter, unfortunately it’s quite clear. the only action i took was updating the bios previously; changing some settings caused problems when trying to boot to the right drive. aside from that, all drivers are current. csgo isn’t the most optimized, but i expect to get over 180 fps. my older pc with less powerful specs usually hits around 300 fps regularly. besides the bios (i’ll update just in case), are there any other suggestions you have?
