I only need to know how much voltage reduction is needed to achieve a 10-15x performance boost instead of the default 20x. This will help me plan the changes without risking overheating or instability.

They should function well at the standard voltage for a long period. You don’t need to undervolt, just keep it within safe limits.

Undervolting doesn't address the problem. With only solitaire and five Chrome tabs running, it won't cause thermal throttling. If it does under such light usage, the cooling system may be faulty—possibly due to poor thermal paste, a non-spinning fan, or dust blocking the heatsink.
