Mobo: I bought a used PC with those parts, the seller said he tried enabling XMP but RAM kept running at 2666 MHz. I’m trying to understand what’s going on. I experimented with just one component and managed to hit 3200 MHz, so RAM might not be the problem. I made sure it’s installed in slots A2 and B2, and both CPU and motherboard seem capable of those speeds. Now I’m stuck on next steps. I adjusted the voltage settings—first set to 1.35, then increased to 1.45—but speed didn’t change. Please help me figure this out.

It's unlikely you'll require more than 1.4v for DDR4. If they can't handle 3200 Mhz at that voltage, your RAM chips might be poor quality. I don't suggest exceeding 1.4v, as higher voltages later could harm the processor's memory controller. Consider reducing latency to 18-20 and adjust the remaining timings—try 2933/3000 first, then increase if needed.
