TL;DR Hello everyone, whenever I connected the second GPU via the powered x1 to x16 riser, my PC would freeze on the motherboard splash screen, with spinning dots for a while then freezing and stuck. After some time it would restart and repeat the issue. My system specs are: 5900x B550m, Mortar, 4x8GB RAM, ADATA NVME Gen3 (in M2_1 slot), 3060ti (directly on first PCIe x16), 3080 12GB (through riser, in second x16 slot since the first GPU used the first slot), Corsair Hx1000 Monitor connected to the 3060ti via HDMI. When I first tried yesterday, the 3080 wasn't detected in Windows, so I replaced the riser and everything worked initially. After a few restarts, Windows auto-diagnosed and attempted startup repair, but after about a minute it crashed and restarted again. The splash screen would appear with spinning dots, then stop and stay stuck. If left, it would restart itself repeatedly. After removing the second GPU, I tried adjusting PCI settings in BIOS to different modes but didn't resolve the problem.
