Since you don’t have a Mac, I’m assuming it’s not an authorized copy. Is the 2008 Mac Pro compatible with El Capitan? Also, try connecting it and holding Option R to boot into recovery. If that works, it should automatically download and install the latest OSX from Apple’s site.

A specific key combination can trigger a forced reinstall if you have the folder marked with a question mark during startup, though I’m unable to locate it now but remember using it helped. Using a USB drive is a more convenient alternative compared to relying on an external device.

I attempted to use option (alt) and r together after powering up, but nothing occurred. I ended up seeing a white screen with flashing folders since I don’t have an operating system installed. I’m unsure if OS X is supported and didn’t follow the tutorial because it didn’t work for me. I also don’t know if El Capitan is available. From a website I checked, it seems to say it’s available. Could you share a link and detailed steps on how to properly download and install macOS? All the OS versions I see look like updates. Thanks!

To begin manually from macOS Recovery via the web, hold Option-Command-R or Shift-Option-Command-R during startup. This should initiate the download from the internet.

By activating ALT, pressing the spacebar, and then R, the system should automatically begin downloading the necessary operating system on your 2008 Mac Pro with an Ethernet connection.

I expect that, even though I'm unsure about handling a distinct keyboard compared to the default setup. Give it a try and observe. I only use it on a laptop and have relied on Shift+Alt+Cmd+R.
