You're right to question this. It's unlikely Windows Media Creation Tool would work reliably with Secure Boot enabled. It seems more likely it would function on standard Windows without issues. Regarding continuing the install despite glitches, it's a good idea to monitor the process and restart if needed.

The BIOS loading screen appears before any Windows-related actions begin. This refers to the installation process or creating an ISO, not the actual launch of Windows.

It only occurs with UEFI, not with Legacy Mode. I'll check if it installs properly.

It looks like the system is set up with UEFI, but the Boot Manager is still using a legacy format. I’m unsure if this is typical for an SSD in that state, though it seems unusual. Someone suggested changing the file extension from .exe to .efi using "winload.efi" instead of "winload.exe," but I’m not sure if that will resolve the issue.

The boot screen would display numerous glitches but eventually load into Windows. However, the issue progressed and I was unable to start up. I had to replace the motherboard. You can verify this by removing a RAM stick or relocating it. Have you considered updating the BIOS to the most recent release? I own an OptiPlex 9020SFF and managed to enable secure boot, even though I believe it was previously disabled because of my dual-booting setup.

You can start the installation with secure boot. Since your BIOS is current, enabling it should work. After that, proceed with a clean install on the SSD.
