You're right to question this. It's unlikely Windows Media Creation Tool would work reliably with Secure Boot enabled. It seems more likely it would function on standard Windows without issues. You can verify this by removing a RAM stick or relocating it. Have you considered updating the BIOS to the most recent release? I own an OptiPlex 9020SFF and managed to enable secure boot, even though I believe it was previously disabled because of my dual-booting setup.
I can attempt to refresh the BIOS to the most recent release, as I haven't done so yet. The issues persist—glitches appear only during Windows boot, not when launching from the installation media. Update note: I recently obtained the latest BIOS update for the Optiplex 9020 and started installing it, but it turned out to be quite old. My current version is A09, and the newest is A25. Hope this resolves things! | I just updated it; nothing seems different, but the system still faces problems and can't start Secure Boot. I suspect the problem lies with the SSD being in legacy mode instead of UEFI, even though GPT is active. I’m unsure how to fix that.
